The Arkansas DESE is continuing the High-Impact Tutoring Grant Program for the 2026–2027 school year. The grant supports High-Impact Tutoring for eligible K–12 students in ELA and/or math during the school day.
Priority status will be given to applications that establish Outcomes-Based Contracting and prioritize grades and content areas based on SY26 Summative ATLAS Assessment data.

Outcomes-Based Contracting is a priority for Arkansas HIT applications
The RFA gives additional priority to applications that establish an Outcomes-Based Contracting model. To qualify as OBC under the program, the contract must connect a meaningful portion of provider payment to agreed-upon student outcomes, measured by standardized metrics.
For districts, that means the application should do more than name a tutoring provider. It should communicate a measurable plan that links:
